asked the First Lord of the Admiralty whether the committee which has been investigating the problem of promotion to warrant rank has finished its work; and whether a detailed report on the result of their investigations will be published?

With regard to the first part of the question, I would refer the hon. Member to the reply given by the Parliamentary Secretary to the Admiralty on the 27th January to the hon. Member for Romford (Mr. Parker), to which I am afraid I am unable to add anything at present. With regard to the second part, I would explain that reports of such committees appointed by the Admiralty are treated as confidential and are not therefore for publication. I hope, however, to be able in due course to give the House full information on the course of action proposed by the Board of Admiralty as a result of the committee's recommendations.
