asked the Under-Secretary of State for India whether, when the customs officers at Bombay confiscate books, they do so because of the title or the name of the author or publisher, or whether they read each book; and by what means they decide whether it is or is not a Communist publication?

In dealing with Communist literature the customs officers are guided by the terms of the notification issued under the Sea Customs Act, of which I will send the hon. Member a copy. In cases where there is any doubt, the book is referred to the Central Government for orders.
