Mr. StanleyBefore proceeding in such a case as is mentioned in the question, the local education authority would have to satisfy the board on various points mentioned in Section 17 (4) of the Education Act, 1921, and in Section 8 (4) of the Education Act, 1936. In these circumstances, it would be impossible for me to express any opinion except upon consideration of the facts of the particular case.
