§ Lieut.-Colonel COLVILLEProposals for the issue of season tickets instead of the present travelling vouchers have been considered on several occasions. The use of season tickets might be more economical in particular eases, but it would be impracticable to confine the arrangement to periods during which a saving might be expected to result. A general issue of season tickets would undoubtedly entail a heavy increase in the total cost of free travelling facilities, and I do not think that this could be justified.
