§ Sir K. WOODMy policy in this respect has not changed. In Circular 1500A addressed to local authorities at the end of October last I stated that I saw no reason why, in most areas, the work of slum clearance and the work of abating overcrowding should not proceed simultaneously, but if by reason of local circumstances it is necessary to give priority to one of these tasks, the priority should be given to slum clearance.
