§ Major TRYONIf allowance is made for the resulting increase in traffic, the cost of restoring penny postage would be about £6½ million a year. I have the possibility of a return to penny postage constantly in mind; but in view of the sacrifice of revenue involved I regret I am at present unable to hold out any hope of an early restoration.
