§ Viscount CRANBORNEMy right hon. Friend has not received the full text of the article to which the hon. Member refers, and I am not in a position to express any views regarding it. As regards the second part of the question, I would point out that the Treaty of St. Germain contains no provision regarding the form of government in Austria beyond the stipulation that the independence of Austria is inalienable otherwise than with the consent of the Council of the League of Nations.
