§ Viscount CRANBORNEAll members of the salaried Consular Service are natural-born British subjects. Of the 335 officers in charge of unsalaried posts 96, or about 28 per cent., are neither British by birth nor naturalisation. I would add that no foreigner is ever appointed to an unsalaried post if a suitable British subject is available.
