§ Mr. E. BROWNI am afraid that the hon. Member is under a misapprehension as regards the provisions of the draft convention to which he refers. States which ratify the convention will not assume any obligation to secure for the workers concerned a reduction in the annual hours of work without any reduction of their earnings. The British Government delegates abstained from voting.
