§ Mr. JOELasked the Minister of Transport whether his attention has been called to the growing practice of motor car insurance companies refusing to renew the policies of motorists if they have had more than one claim against their company during the past year; and whether, in view of the fact that under existing legislation it is impossible for any motorist to obtain a driving licence without a certificate of insurance, he will take steps to provide better protection for motorists in regard to this matter?
