asked His Majesty's Government with reference to the assurance accepted as satisfactory by Sir Harry Luke administering the Government of Malta consequential to the pronouncement of the Judicial Committee of His Majesty's Privy Council as to relations between a Judge and newspaper production, will information be given as to whether the above assurances are sufficient to safeguard against any participation in the production of newspapers by Judges or persons under the Colonial Regulations or against direct responsibility for the trade risks of actions for libel and pecuniary guarantees?

The assurance given by the Judge in question was accepted as satisfactory by the Acting Governor; and though that particular assurance does not necessarily govern the hypothetical cases suggested by the Question, it is not considered, in view of existing regulations, that any additional steps are necessary in order to govern the relations between public officers and the Press in Malta. With regard to the last part of the Question, the Acting Governor is of the opinion that the particular Judge referred to could not be held directly responsible for the trade risks of action for libel and pecuniary guarantees which might be incurred by the newspaper concerned.
