§ Sir J. GILMOURI am not aware of any statutory provisions bearing on the subject, 'apart from those of the Sunday Observance Act, 1780. The enforcement of those provisions has never been regarded as a matter for the police, but it is of course open to any person to sue for penalties under it. I agree that the position is not entirely satisfactory, and I propose to go into it further.
