asked the Home Secretary whether he has now completed his inquiries regarding the town clerk of Kensington acting as clerk to the justices when dealing with summonses for the non-payment of rates; and whether he will take steps to ensure the discontinuance of such a practice in this and other boroughs?

I have been considering this matter. The present practice, which is a survival from ancient procedure, is authorised by Statute, and could only be altered by fresh legislation. The point has been noted for consideration when an opportunity for legislation occurs.
