§ Mr. ELLIOTYes, Sir. Representations have been recently received on the subject referred to in which there has been some criticism of the scheme, mainly owing to the fact that by reason of the terms upon which the Corporation's debenture stock was issued and the advances were made, it has not been found possible for the Corporation to reduce interest rates to existing borrowers.
