asked the Minister of Labour whether he can define what is meant by the words substantial change referred to in form B 3 z, paragraph 2, of the Unemployment Assistance Board?

The words "substantial change" must be interpreted in relation to the circumstances of the particular case, and can hardly be defined more precisely. If an applicant is in any doubt whether a change in his circumstances is substantial, his proper course is to report the matter.
