§ Mr. HORE-BELISHANo responsible local authority has so far submitted to me an order restricting the use of horse-drawn vehicles on any streets in their area. If I receive such an application, before confirming the order, I will, as is my practice, consider it on its merits and in the light of any objections which may be received.
