§ Mr. RHYS DAVIESasked the Home Secretary what changes in the existing law would be required in order to bring it into conformity with the International Labour Convention, 1925, concerning workmen's accident compensation?
§ Sir J. GILMOURThe most important change would be the introduction of compulsory insurance or some other system for ensuring the payment of the compensation in all circumstances in the event of the employer's insolvency. Other changes would also be involved in connection, for example, with the right to surgical treatment and provision of artificial limbs and surgical appliances, but I am afraid it would not be possible to explain these in detail within the limits of a Parliamentary reply.
