§ Sir S. HOAREI am satisfied that the Government of India are alive to the desirability of popularising both the external and internal air mail services in India. In July last they introduced flat rates of air surcharge from any point in India (including Burma) which are less than the sum of the combined surcharges previously in force. Recently, too, they, have lowered the minimum surcharge.
