§ Mr. HORE-BELISHAIt has long been the policy of my Department to encourage the planting of trees and shrubs by the side of highways, and to assist the highway authorities, who are responsible for roads in their respective areas, by means of grants. The County of Essex have not shown themselves slow to take action in suitable cases; and I will bring my hon. Friend's suggestion to their notice.
