§ The ATTORNEY-GENERALIt does not appear that there is any prospect, in the present state of opinion on the subject, of obtaining general agreement and, having regard to the pressure on Parliamentary time, the Government do not think that it will be possible to pass any Bill on this subject unless it is wholly un-controversial. In these circumstances, it is not considered worth while to introduce it.
