asked the Secretary of State for Foreign Affairs the precise nature of the technical recommendations made by the Advisory Committee of the League of Nations Assembly regarding the non-recognition of Manchukuo?

The recommendations of the Advisory Committee concerned:

  1. 1. The ineligibility of "Manchukuo" as a party to general international conventions.
  2. 2. A reminder that "Manchukuo" was not a member of the Universal Postal Union.
  3. 3. The objections to any official quotation of the "Manchukuo" currency on exchange markets.

  5. 4. The risks to which members of the League might at their own discretion desire to call the attention of their nationals in regard to the acceptance of appointments or concessions from the "Manchukuo Government."
  6. 5. The non-recognition of "Manchukuo" passports.
  7. 6. The impropriety of action by consular officers in "Manchukuo" which might be interpreted as recognising the authorities now in power as the proper Government of the country.
  8. 7. The steps to be taken or avouled in cases of the proposed consignment of opium or other dangerous drugs to "Manchukuo."
