§ Sir G. COLLINSI would refer my hon. and gallant Friend to the provisions of Section 21 of the Educational Endowments (Scotland) Act, 1928, which indicates the procedure to be followed prior to the submission of the scheme for approval by His Majesty in Council. I am now considering the views of my advisers on the Commissioners' proposals, and I hope soon to reach a decision in the matter.
