SAMUELMy hon. and gallant Friend no doubt refers to a circular bearing the title mentioned which was 571W sent by my predecessor in December, 1929, to the licensing authorities of cinemas in England and Wales. The issue of any circular to Scottish licensing authorities would be a matter for my right hon. Friend the Secretary of State for Scotland, and I understand that no such circular has in fact been issued by him.
