§ Mr. HORE-BELISHAThe general change-over to the direct system of helm orders has not yet taken place, and will not become compulsory until Part I of the Merchant Shipping (Safety and Load Line Conventions) Act, 1932, comes into force. I am sending my hon. and gallant Friend a copy of a recent Board of Trade announcement regarding the method of effecting the change.
