§ Sir H. SAMUELThe first and second volumes have been published. The fourth volume which contains the replies of Governments to the questionnaire issued by the commission was treated in the first instance as confidential, at the request of certain Governments, but has now been released for publication. The third volume, which will contain the laws and regulations in force in the various territories, has not yet, so far as His Majesty's Government are aware, been completed.
