§ Mr. DALTONThis petition was circulated to all the members of the Council in May, 1930, in accordance with the usual practice, and His Majesty's Government were represented on the Committee of Three, which examined it. After careful investigation, the com- 2301W mittee decided that the petition could not properly be brought before the Council.
