asked the Secretary of State for Scotland when he proposes to give effect to the outstanding recommendations of Lord Mackenzie's Committee on Illegal Trawling; and, in particular, when he proposes to introduce legalisation to increase the penalties on conviction?

The outstanding recommendations of the Trawling (Scotland) Committee are being borne in mind with a view to action being taken when suitable opportunities occur. As regards the last part of the question, I would refer the hon. and gallant Member to my reply of 27th January to the right hon. Member for Ross and Cromarty (Mr. Macpherson).
