§ Major COLVILLEAs was explained to my hon. Friend in the reply to her question on the 8th instant., the exemptions from compulsory pilotage in this country arise under the Pilotage Act, 1913, and apply to all vessels, British and foreign. There does not appear to be any sufficient reason for changing the law in this respect.
