§ Mr. LEES-SMITHThe number of these thefts, which is very small in comparison with the number of bags conveyed by railway, naturally fluctuates from time to time. I cannot say that the number of losses has been reduced recently, but the measures taken have resulted in the bulk of the losses being traced and a number of persons have been convicted.
