Mr. WEST RUSSELLasked the Home Secretary whether there is any method of repatriating those coloured seamen who come to this country and remain for an indefinite period in the expectation, which may not be realised, of being re-engaged for service at sea; and, if not, whether, in the interests of the relief of unemployment among British seamen, he will consider the adoption of some method productive of this result?
§ Mr. CLYNESYes, Sir. In the case of coloured seamen who are aliens I have adequate powers under the Aliens Order, and I am always prepared to consider the question of deportation in proper cases. I have no powers in regard to coloured seamen who are not aliens.
