asked the Home Secretary under what authority a chief officer of police can require a member of his force to obtain permission before leaving his division on the day allowed by the Weekly Rest Day Act, 1910?

If a chief officer of police requires a member of his force to obtain permission before leaving his division, he is acting under his general disciplinary powers, and there is nothing in the Act of 1910 to prevent the operation of such a requirement on a rest day.
