§ Mr. GREENWOODIt is intended that the scheme of apportionment contemplated by the Bill should be such as to secure that due regard is had to all material considerations, and I am advised that the discretion of the Railway Assessment Authority in framing a scheme which will fulfil that condition is not limited by the words quoted by my hon. Friend.
