I presume that the hon. Member is referring to the proposals set out in pages 111 to 115 of the Liberal Yellow Book. He will realise that it is not possible to discuss matters of such magnitude by way of Parlia- 2159W mentary question and answer. I may say, however, that apart altogether from other considerations complicated and controversial legislation would be required.
