Mr. THOMASThe policy of the Government in regard to the relief of unemployment has already been announced to the House. I would remind the hon. Member that most of the schemes assisted under the Development (Loan Guarantees and Grants) Act, 1929, involve borrowing by local authorities or public utility undertakings.
