§ Dr. SHIELSCertain customs duties having a protective character have been for some time in force in East Africa, alike in Kenya, in Uganda and in the Tanganyika Territory. These duties were discussed at the Conference of Governors of those Dependencies held in January last, and are still under consideration locally. The tariffs are primarily for the Governors and legislative councils of the dependencies concerned, and any announcement of policy must await an expression of their views.
