§ Mr. W. GRAHAMI understand that the head of the Soviet Trade Delegation has made a statement to this effect to the Manchester Chamber of Commerce, and I am asking my right hon. Friend the Secretary of State for Foreign Affairs to secure official confirmation through the diplomatic channel.
