§ Mr. HERBERT MORRISONFor some years an arrangement has been in operation whereby a "safe driving" booklet, containing information concerning the rules and courtesies of the road, published by the National "Safety First" Association, is issued by the licensing authority with each driver's licence. Under the provisions of the Road Traffic Bill, a duty will be placed on the Minister of Transport to issue a highway code for the guidance of persons using the highways and it is my intention that a copy of this code shall be issued with each driving licence.
