§ Mr. HERBERT MORRISONAs my hon. Friend is aware, the London County Council promoted a late Bill in this Session to obtain the necessary powers to carry out an extensive scheme for the improvement of the conditions of traffic at the Elephant and Castle. The House, however, decided yesterday that further consideration of the Bill should be deferred till next Session.
