§ Mr. CLYNESIf the mischiefs to which the Firearms Act, 1920, was directed by Parliament were found to arise as regards air-guns, power already exists to impose the requirement of a fire-arm certificate, but those mischiefs do not arise and I do not think sufficient ground exists for proposing legislation to set up a licensing system with other objects in view.
