§ Mr. GREENWOODThe principles upon which the officers of my Department have acted are those indicated in the1592W reply I made on 7th November last to the right hon. Member for West Woolwich (Sir K. Wood); I cannot, of course, say how often or on what occasion my officers may have had to give advice with regard to the application of these principles.
