asked the Minister of Health in what circumstances the insurance funds may be used to restamp a card in place of one which has been lost; and whether there is any differentiation as between the employer and the insured person in reference to the losing of a card?

Mr. GREENWOOD

Health insurance funds may be used to restamp a card in place of one lost in the post. They may also be used where a card has been lost by an employer provided he has, as required by the regulations, taken proper steps for its safe custody. If such steps each of the months in question in England and Wales:

have not been taken, the employer must replace the card at his own expense. As regards loss of cards by insured persons, benefits depend on the cards and anything which would conduce to laxity in the care of them is to be highly deprecated in the interests of insured persons. It has accordingly been thought impossible to provide for recoupment in this case.
