§ Mr. GREENWOODSince the beginning of 1928, 16 local authorities have made new series of by-laws on this subject. In nine cases the by-laws amended those formerly in force and in the remaining seven no by-laws had previously been made. The question whether any further suggestions can be made for the improvement of conditions during the forthcoming season is receiving my consideration.
