asked the Lord Privy Seal in how many of the 24 schemes of harbour and clock authorities which have been approved for grant since 1st June, 1929, under Part II of the Development (Loan Guarantees and Grants) Act, 1929, the grant has been made by way of assistance in defraying charges both for interest and sinking fund?
Approved works in connection with docks and harbours rank for grant on the revenue producing basis, and the grant therefore is a proportion of the interest charges only on the loan. In one of the 24 schemes referred to by the hon. Member, however, where no charge is to be made for the service rendered, a grant has been approved on the non-revenue producing basis, and therefore includes a proportion of the sinking fund charges as well as the interest charges.
