§ Dr. PETERSasked the Home Secretary whether he will introduce a one-Clause Bill at an early date to give to poor persons a legal right to have free legal aid in the prosecution of appeals from convictions in criminal cases, and in any such appeal to do away with the present statutory requirements regarding sureties, provided that the local law society or its committee for poor persons' cases set up to consider civil causes shall give a certificate that the accused per son has a primâ facie and bonâ fide defence on the merits of the case put before it, and that the accused person shall agree to enter into the usual recognisance to prosecute the appeal?
