asked the Minister of Pensions whether his attention has been drawn to the case of John Robert Stubbs, of Northallerton, and the correspondence of the Northallerton and Scarborough War Pensions Committee on his case; and whether, in view of the fact that the Pensions Appeal Tribunal reversed the decision of the Ministry of Pensions and restored the man's pension, he is now prepared to grant the arrears of pension from the date of the wrongful decision of the Ministry?

I have seen the representations referred to and have given the case careful consideration. I have arranged for the new award, consequent upon the Tribunal's decision, to have effect from 13th November, 1928, when Mr. Stubbs first made representations to the War Pensions Committee, but regret that it is not possible for payment to be made from an earlier date. The pensioner took no action to prosecute an appeal against the Ministry's decision for over seven years, and my Department cannot accept any responsibility for his failure to do so.
