asked the Minister of Transport whether he can give the reasons why the Central Electricity Board have declined to bear the cost of changing the frequency in the system of supply at Chelmsford; and whether there is any prospect of this decision being changed?

Mr. HERBERT MORRISON

I am informed by the Central Electricity Board that the reasons that they have declined to bear the cost of changing the frequency of the Chelmsford undertaking are that the change is not essential to the Board's scheme, and that the benefits likely to accrue to the undertaking from the scheme are substantially in excess of the cost of the change-over. So far as I am aware, there is no prospect of this decision being altered.
