§ Earl WINTERTONThis is a matter primarily for the Punjab Government and the Punjab Legislative Council, and a similar motion was debated at length in that Council and negatived by a considerable majority on 30th November. So far as my Noble Friend is aware, the Government of India have no intention of taking the matter out of their hands.
