GOWERasked the President of the Board of Education whether he will consider the desirability of issuing a Circular to the head masters and mistresses of elementary schools calling attention to the recommendations contained in the Handbook of Suggestions for Teachers, issued by the Board, that kindness to animals shall be inculcated in the pupils attending such schools, and urging that every opportunity shall be taken for the carrying out of such recommendations?
