§ Dr. SHIELSIn the Colonies not possessing responsible Government and in Protectorates the legislature has control of customs duties without prior reference to the Secretary of State for the Colonies, but subject, of course, to His Majesty's general power of disallowance in respect of any law, which power is exercised on the advice of the Secretary of State for the Colonies.
