Mr. GATES

asked the Financial Secretary to the Treasury the grounds on which the Government are unable to grant improved conditions of employment and scales of pay to P-class clerks as advanced to the Controller of Establishments of His Majesty's Treasury by the Association of Ex-Service Civil Servants on 9th January last; and whether His Majesty's Government have any alternative proposals for the betterment of the present pay and conditions of these ex-service men?
